Is the personal statemente on the ADDSAS where I explain withdrawls? Or is there another individual statement that I give the college itself?

I have the same problem- I was in a car accident and had to withdraw in 1999. Then in 2003 I had to withdraw because I was laid off from my job and couldn't find another job that would have allowed me to continue my education until now. If they want to know about my reasons, then they can ask me during the interview.

Where is that section ian?
