Concerning question number 2, not worth doing that as that basically eliminates every single school unless you are URM and applying to Moorehouse, etc. You have an excellent GPA and strong ECs so you shouldn't be afraid of applying places. Apply to your state schools and whichever where you feel is a good fit for you. 3.9/29 is very competitive stats when you look at where that falls on the AAMC acceptance rate chart. The only thing that may limit you is the verbal score. For that you will need to look through MSAR and see what the median and bottom 10% VR scores are for schools you'll be applying too. Most schools will cut off at 9 or 8 for VR.
