the correct answer is MnO4-. How would you rationalize this? What do you look for ? Thanks!

I dunno, I've used this reagent in lab and seen how nasty it is, that's why I knew it. I guess, try to get some research experience?
 
I'm stumped, too -- wouldn't you need a balanced equation to determine oxidizing/reducing agents, etc.?
 
look at the oxidation states

permanganate: Mn is 7
ferric: 3
dichromate: Cr is 6.5
manganate: Mn is 4
zinc (II): 2

since the manganese in permangate has the highest oxidation state, permanganate is the strongest oxidizing agent
