which schools have in-state residency preferences?

Can you please name some dental schools that do not really prefer in-state residents over out-of-staters?

I am thinking Harvard is one? right?

Sort schools by "% of out of state students"

Or, a good rule of thumb is: state schools prefer in-state applicants.
