Which states allow IS tuition after one year?

I know some states such as Ohio and New York makes it relatively easy to get instate tuition after one year. But other states like Oregon don't allow you to become a resident if you're only there for educational purposes. Does anyone know about any other states that are easy and/or hard to get the IS tuition?

I've heard NJ allows resident status after one year, even if you are a student during that time.
