Which states can you most easily obtain in-state tuition after your first year?

I live in VA, and am looking at PT schools on the east coast. Does anyone how states govern whether or not you can obtain in-state tuition after your first year of school? Or how difficult it is in each state? I've asked basically all public schools in TN and NC, and I was basically told that it's pretty much impossible to get in-state tuition after your first year if the main purpose of you moving to that particular state is to go to school...Anyone know about any other states? Ohio maybe?
 
That's pretty much a standard policy for every state.
Your best bet is to narrow down which schools you're serious about and if the majority of them are located in one particular state move there in the recent future/get a job/start changing over your license plate/drivers license/etc.
