Which type of program should I go for away rotation as a resident?

I 'm currently a resident and want to do fellowship in a subspecialty which my program does not have in-house fellowship, so I will need to do away rotation. And I also need H1b visa sponsorship
So there are top programs with many famous faculty members but do not sponsor visa. And there are programs with less reputation but sponsor visa.
The good point of the first one is that I may get letter of recommendation from big name person which will be helpful for application at many places
The good point of the second one is that I may impress the program which may finally take me. But just impress this one program, and there is still a significant chance that they will not take me in the end.
So where should I do away rotation?
