Who to send LOI to?

So it's the 15th and I heard back finally, and I've been put on hold/waitlisted at my top choice school. I'm thinking of sending them a letter of interest just in case it helps. Every little bit counts right?

Who should I send it to? The Admission Coordinator? The Assistant Dean of Admissions? The Dean of Admission? Or the [email protected]?

Should I write it to one person, or "To Whom It May Concern".

Also, should I send it as an attached Word document or type it in the email?

I asked a few schools and they said just keep it simple and address it to the admission committee so I write "Dear Admissions Committee,"
