Why Are all acgme dermatology programmes not being filled

dear all,
trying to find out why all acgme programmes not being filled.if you look at acgme website and look at individual programmes it says there are say 15 ACGME APPROVED POSITIONS, but only 12 or 13 ACGME FILLED POSITIONS (CATEGORICAL AND PRELIMINARY POSITIONS ONLY).does any one know.
Few examples---
1.Massachusetts General Hospital/Beth Israel Deaconess Medical Center/Brigham and Women's Hosp Program-- -----------24 approved, 18 filled.
2. Tufts Medical Center Program-----9approved, 5filled.
3 University of Texas at Houston Program--18approved, 17filled .
4. Drexel University College of Medicine/Hahnemann University Hospital Program—12 app, 9filled.
5. UPMC Medical Education Program---approved 15, 12 filled.

I believe it has to do with funding. ACGME might "approve" a certain amount of spots for a program, but it is still up to the program to decide how many residents they will take.

The ACGME only approves how many people can train based on facilities, resources available, faculty, etc. The key is being able to get funding for that Dermatology position AFTER that approval comes through. So while Harvard has approval to train 24 dermatology residents (8 per each PGY, from PGY-2 to PGY-4) they only have funding to train 18 dermatology residents (6 per each PGY, from PGY-2 to PGY-4).
