Why are people getting waitlisted or accepted now

Why are people getting waitlisted or accepted now? I thought they couldn't tell you until Oct.15th....so I was told at my two interviews.

I think Tulane is the only school accepting non-EDP people now... sounds like someone didn't get the memo about the whole October 15th thing.

rejections can be given any time. not sure what the deal with waitlists are, but it's different than an acceptance, so might not be under the same 10/15 rule
