Why are you not allowed to skip questions on the NAPLEX?

Seeing as the NAPLEX is no longer an adaptive/dynamic difficult test (i.e. level of difficulty, question type, etc.), but a fixed singular exam, why are you not allowed to skip questions (to come back at a later time)?

Information present in some questions may help answer other questions.
 
they do not want to make it that easy, you would realize you missed items in the case and want to come back
