I don't get it. what does it prove aside from the fact we aren't misrepresenting our ethnicity?* (you can still be from an ethnic group and not necessarily look like the quintessential look).

I think it's for the interviewers to have a picture to remind them of the person who they interviewed when the committee is voting.

One school I sent a photo to specifically said it was to verify identity throughout the process, i.e. make sure the person who completed the secondary etc is the same person who shows up for the interview. Though I'm sure it's also to help jog the memories of interviewers should you get to that state.
