Not sure. Mine said "New" under status I think then switched to "Completed" as soon as the letter was uploaded.

dude, this happened to me last cycle. I believe it means the writer "partially" submitted the letter. Like they got to the last few steps but didn't "fully" submit the letter... THis is what the ADEA told me. It's in a limbo, so to speak. Talk to the writer immediately and get it sorted out.

What I did to fix mine was cancel the last one and then sent my letter writer another email for them to upload and then it worked the second time. You might wanna try it.
