why does Univ Kentucky consistenly have unmatch optho positions?

i'm curious why kentucky consistently has unmatched optho positions and are part of the normal (not early) match for optho?
 
Kentucky does participate in the early match. I hear it is a very strong surgical program - and it fills every year. I guess the NRMP data is a little misleading as they do NOT really have open positions. Not sure why they participate in the nrmp... perhaps someone has an idea....
 
I believe it is due to the fact that they offer an optional transitional year for those who match for ophtho. If any of them choose to do their pgy-1 year elsewhere then it shows up as an unmatched spot in the nrmp match. I think....
