Why is OR- a stronger base than OH-?

Is it because R is bigger than H?

I guess it is because R group is electron donating group. More electron localization=better attraction to H+
 
the H is neither a donating or withdrawing group. The X however such as CH3 would be a considered a somewhat decent donating group. Donating groups increase the basicity of a compound so in this case OR is more basic.
