I think The answer should be E-two singlets. since this compound has symmetry, all the carbons in the ring will be considered as one while being next to the carbon which has no hydrogens on it-the one with the methyl, which would give a singlet. Also, the methyl itself would be the other singlet since it is adjacent to the same carbon mentioned above.

For the acid problem what I gathered was when you're giving x% acid it's referring to the mass fraction not volume fraction of the acid in water.
