You can always see the accreditation status of any ACGME affiliated program on ACGME's website. If you don't see a withdrawal from ACGME, then they're still in the residency business.
As far as ERAS is concerned, about a decade ago the rules were changed. It used to be that programs could keep a few spots off the match and in their back pocket which could be offered on the fly to applicants they wanted without having to risk the match. ERAS changed the rules such that all programs must include all their accredited positions into the match or have none at all. I think you'll find that programs which don't participate in the match aren't the best and rely on boilerplate pressure tactics to fill their spots for good reason.
