Is there any use of withdrawing an app before even receiving an interview invite (foreign coursework evaluation problem with the school) or should we just leave it and let it hang (the application would be incomplete without it anyways). Does it make a difference if you have to apply say next year to the same school.

i dont think its wise to withdraw before you hear back, how can you explain it next year?

It does! If you'll have to reapply to the SAME school, withdrawing looks bad.
