As the title states, would athletic training shadowing count for PT shadowing hours or at a minimum would it be looked at favorably so that it would not be a waste of time?

Shadowing only counts if you are with a licensed PT. Two different professions.

What if the person is a licensed PT and ATC but it is in an athletic training environment? A little nit picky but I am just trying to kill two birds with one stone due to time constraints.

If they are a licensed PT, you should be fine.
