Would submitting LOR with primary be helpful for schools that holistically screens pre-secondary?

For schools who pre-screens for secondary (the UCs, Vandy, etc) not only based on number, would it be helpful to submit LORs along with primary application for adcoms to screen? In the case of applicants who have lower stats than the competitive applicants profile, would having LOR in the file early can increase the chance of getting a secondary? Or adcoms won't look at LOR at all until after secondaries are submitted?

For schools that do not screen pre-secondary, your LOR won't be read until you submit your secondary and all your files are complete. So, I assume that early submission of LOR (by primary) wouldn't matter because it won't be read.

However, there are schools that holistically pre-screens for secondary (meaning not just GPA/MCAT). My question is for a less-than-competitive GPA/MCAT applicants, would having LORs available early by primary increase their chances of receiving secondaries?
