In programs I've come across, part of it requires a research project that goes fairly in-depth + needs to be presented and defended, but is not always published. Is research only relevant or considered "research" if it's published?

(in the program I'm in, it's a case project about applying an intervention to improve public health and it makes up a large chunk of time so I'm assuming it'll be substantial considering a portion of it includes presenting and defending, but publishing isn't guaranteed)

Publishing is not necessary. Understanding the scientific method and it's application to your project is.
