An interesting concept. There are definitely journals that I have published in, known and with a decent IF, that I will likely not go to unless I have been rejected by others. Mostly due to the tediousness of the process and extremely slow turnaround times (even by journal standards). So, it'd be nice to leave impressions. Also maybe beneficial to journals to identify some problem areas.
