AMCAS Hasn't Received Committee Packet yet, OK to submit secondaries?

Rather silly question probably, but I just want to be sure I can go ahead and submit some of these secondaries. I'm worried because they have a list of required documentation, and one of the required docs is the letter packet (which is obviously not received yet). When I submit secondaries, do the schools automatically update the secondary with the letters, or do I have to hold off on submitting until AMCAS receives them?

Generally they are reviewed when your file is complete; meaning both secondaries and letters are in. Some schools are exceptions to this.
