University Dept Chair letter required?

I was wondering if there are any programs that require a Dept chair letter from my home institution. From what I can tell its a more thorough Dean's letter/MSPE but I cant seem to find any program that requires it? Is this something that's still required or will a Dean's letter/MSPE suffice?

When I applied, my chair letter was basically a group SLOE signed off by the Chair.
