0.5/1 or 3.0/6.0 credits?

What is with the 3.0/6.0 credits? I'm guessing it's the equivalent to 0.5/1.0, but why do they have to make it such an odd number? And when listing coursework, you are able to list a course worth up to 20 credits. What's up with that? Have you taken a course worth 20 credits?

If you test out of a language for example, it can be 20 credits worth of classes that you earned by testing out.
