10 year time limit to clear steps

Does anybody know the states that do not have time limit of 10 years to clear step 1,2 and 3 to get a license. The FSMB web site I guess is not updated for example for Louisiana state it mentions no limit, I called the state board they said 10 years limit applies.
has anybody done any research to find out which states don't have 10 year reqiurement????????????
 
What's the reason for exceeding the limit? If it's for an advanced degree you can almost always get around it. If it's for a documented personal reason (illness, children, etc) you should probably be able to get a waiver from most states. If it's b/c you failed Steps 1 and 2 several times and had to take time off to get them done, it will be much more dificult.

The reason is I never got the residency of my choice. I just deferred it.
didn't realize it will be a problem to get a fellowship because most fellowships want you to have fully unrestricted lincense before you start. Is there any way to get around it if it is for training purposes.
 
I think the no-limit states are:

New Hampshire
Kentucky
Florida
Wyoming
Montana?
Minnessota - this one is just set up different - you must complete step 3 within 5 years of step 2 but there is no reference to step 1 so it works like a no time limit if your delay is between step 1 and 2 and not between 2 and 3.
