According to Frieda some programs don’t invite without CK. Most places are going to want CK since you’ll probably end up ranked after all the other people that have it. Even if your CK is lower than Step 1, there’s no reason not to release it after getting an interview there unless you failed.

How did you see that on Frieda? I'm trying to figure out which programs do require it

Some programs have on the second tab a thing that says “step 1 required” yes, sometimes it has a minimum score. And it will say “step 2 required for interview” with minimum score.
