Verbal has always been my best section and it comes down to realizing that not every line is important, don't care about the details in the passage, they are not necessary you can refer back if you need specifics
You might get 5, 6, 7 straight lines saying basically the same thing, just zoom right past that and continue onwards
I started at 13 minutes as well (a little over a month ago). It will get better. Get used to a strategy and take your time developing and applying it. Eventually the time it takes to do a passage will decrease while your scores improve.
