I was scoring 30-33 on practice tests. Is it better to be an early applicant or try to score a few points better?

Your state schools have a bottom tenth percentile for PS higher than 7, suggesting that you are not going to get a lot of consideration there. You might want to check an MSAR which has the subscore distributions for all the schools and choose those with a 7 or lower. I don't think any of your current allopathic choices have below an 8 and some are higher.
