My friend likes a progrm very much and ranked it #1, but he did not get matched. I suggest he should not appl to this progrm again next yr. But he would like to improve appl pakage and appl this progrm again next yr. Does it make sense?

depends on why he didn't match there. If he contacts them and they say, "you need better LORs", then there's something (perhaps) he can do about that. It doesn't to contact them and see if they have any suggestions although I'm sure it will be something vague, "we received so many applications from qualified people this year..".

What doesn't make sense to me is to reapply to a program that didn't rank him highly enough for him to match - there may be a reason which "improving" his application cannot change.

I didn't match at my #1, and they ended up with unfilled spots.

That means they didn't rank me at all.

I would certainly imagine that they would not even interview me next year, let alone rank me. Whatever the reason, it would be a waste of time for me to reapply to their program.
