3.4 cGPA and 3.1 sGPA 32 MCAT. What are my chances?

MN resident (At the U of M TC)
Freshman + Sophmore (PSEO) - 63 Credits = 3.72 c/GPA
A in Calc I, A in Calc II
C in orgo I :/ and a B+ in Orgo 2
B in both Gen Chems

Junior Year (really bad)
2.72 c/GPA
Bio I = B
Bio II = C+
Physics I = B-

Senior Year
3.5 c/GPA
Physics II = B-
Physiology = B- :(
Animal Diversity Lab = A-
Biochem = B-
Genetics = A
Evolution = A
Other major electives = A's
I have a year of volunteering at the ER in a hospital (100+ hours)
4 months of research at Mayo Clinic (Rochester) + Tentative Publication in myeloma research, Board member for a student group, co-founder of another student group

You are almost undoubtedly throwing away your money at Mayo, and likely at places like GWU/Drexel that have some of the most applicants of all schools each year. Your gpa is low, mcat ok - but nothing stellar for MD programs, and your EC's are lacking from what you said (except for research if you get published before your primary app goes in), I think you should rework your list to include more low tier MD programs/more DO programs if you want a better chance to get in this cycle.
 
I would focus more on DO. Your science GPA is deep in the red area for most allopathic schools, and the few DO schools you have are pretty regional or competitive For MD I would probably only apply to the stats schools and a few "low tiers". For DO I would add a few more schools (although not KCUMB).

Could you suggest some lower tier MD schools that accept out of state students? Yeah I was going to add ATSU, LECOM, and UMDNJ. Any others I should apply to on the DO side?
 
You might have a chance with the U MN schools, but that's about it. The uneven performance in the science courses and the well below avg sGPA will pretty much kill your MD school chances, Apply broadly to DO and you be fine.
