Hey, I am a TX resident as well. According to official TMDSAS data from last application cycle, 728 applied with a 28-29 MCAT and 323 ended up matriculating to TMDSAS-affiliated schools. I assume the number of students accepted with that particular MCAT score was similar to the number who ended up matriculating, but I am not certain on yield and I doubt schools publish that data.
I would just check out MSAR online and TMDSAS. Of course your chances are enhanced if you are URM (more so if you are Black rather than of Mexican heritage). This is pure numbers speculation based on your stats, as I don't know how strong is the rest of your application. I have no idea for OOS, but apply to a good mix and not only reach schools. Your best shot will be in Texas.
