3 letters assigned complete + 1 letter assigned not complete

If the secondary and everything else is done, considering you have 3 letters complete and they fulfill the requirements for the school, do they go ahead and review your file and decide on interview even without the 4th assigned letter not in?

I would think that they'd wait for all of the letters listed on your AMCAS application to arrive, but if you want a definitive answer you should just email/call the specific school.
