You are very likely to be interviewed by several of your IS schools, so apply to all. I would limit your OOS list to schools you would choose over your state schools.
I would remove Drexel, Loyola, SLU.
BU and Tufts are rather pricey and such a high volume of applications.

Apply to all your IS schools and any OOS private that you would prefer to the best IS school to which you are accepted.
