You are very likely to be interviewed by several of your IS schools, so apply to all. I would limit your OOS list to schools you would choose over your state schools.
I would remove Drexel, Loyola, SLU.
BU and Tufts are rather pricey and such a high volume of applications.

Thank you. I will remove Drexel, Loyola, SLU, BU, and Tufts. If I am accepted to an in-state school, I would choose it over just about any other OOS school. I appreciate your help!

You have a good list and should receive several interviews, including some of the OOS schools on your list.
