My take would be 2 reading the regulation and the commentary from jdsupra the last time this came up in the forums. It's possible to write for a quantity that is under the 7 day limit in whole units, and fentanyl isn't normally a psychiatric med.
The law's just not "nice", but there's no way that you can write for a whole quantity for exactly 7 days, and due to the quirk of the FL statute having controlled prescriptions to be presumed not valid in FL unless proven otherwise (completely the opposite of the normal doctrine everywhere else for all scripts), I think you have to err on the side of the highest whole quantity that is at or under the limit.
