AAMC position on omnibus spending bill

I saw this article via the AAMC's Twitter feed, and I am not sure I have enough knowledge to asses what it means. Does this mean that the bill includes funding for additional residency positions or is it just that Congress is "helping support the next generation of health professionals" by not decreasing funding for GME? I happen to think the latter is the case since the release says that Congress is "preserving support for the Health Resources and Services Administration’s health professions training programs, including Title VII and the Children’s Hospitals Graduate Medical Education program".

Does anybody know anything more about this or what it means for GME?
