With your GPA and MCAT score you should receive at some interviews from the Texas schools but apply to ALL of them.

While I do want to go to to Medical school, I really can't see myself living in a town like Lubbock, if my only choice were to be Texas Tech. I would rather take a year off, improve my GPA, and then reapply.

There is no need for you to improve a 3.7 in TX. Apply to schools outside of the state if you really want to avoid certain TX cities, but there's really no need to waste another year
