ABIM pass rates -- NYC

I find it curious that comparing the academic programs in NYC, Boston and California that the pass rates in NYC are in the low-mid 90s while elsewhere the rates are mid-90's to 100%. Anyone know anything about this. I just found it interesting, something to think over.
