Do I gotta wait until the AMCAS application for my cycle (2013) is available before asking for LORs? Or do I have them sent to me and upload them to AMCAS myself when the application is available. How does that work?

Disregard females, get interfolio, update letters ASAP.

You can't have them sent to you. You can't have any access to the letters.
Your only options are to wait until AMCAS starts accepting letters or store them through Interfolio or perhaps your premed office of your undergrad.
I would wait a little while longer before requesting letters anyway so the dates are more current
