MD Accused of cheating, professor doesn't want to let me take the exam

So we had a test in Histology and we all handed in our papers, so I quickly went on the internet on my phone to check one answer, to see if it's correct. Note that almost the whole classroom had already their phones in their hands, because the test was over. The professor, however, came to me and took my phone, he looked into it (he saw the internet page I was browsing) and told me that he will report me and that I won't be able to take the exam either.

I told him right there that I was not cheating and I opened the internet because everyone else was on their phones also, so I figured that it's not a problem, after all we finished the test. But he didn't care.
(We don't have cameras in our University)

I went to the dean before he went to him and told the dean what happened. He assured me that there won't be any problem with the report, that the Histology professor is a bit over-zealous and he also knows it, so I won't have problems even if he writes a report.
But my problem is the examination part: can the professor not let me take the exam ? If so, on what grounds ?

This depends on your school and its rules. People on here can't answer that for you. Sorry.

You skipped two steps on the medical school chain of command by going to the Dean first before going to the course director and then the department head. Maybe try talking to them first, and they might be able to intervene more directly with this professor. I assume if the Dean is understanding they likely would be too.

On a side note, I didn't realize any medical schools still took paper exams.

2 rules that I upheld religiously as a M1-2:
1. Don't discuss test questions and answers after the exam is over with your peers. Ever. It only creates more anxiety and it's useless.
2. Don't ever look up answers right after the test is over because what's done is done. Ever. It only creates more anxiety and it's useless.

Sorry for you situation. But if you already handed your test in, how can the prof stop you from taking it? As in not grading it and counting it as a fail?

I suppose that the Professor can fail you, but he can't "not let you take the exam" ...you've already taken it.

You need to see what your student handbook says about this.

So you had physically handed in the exam, and did what? Pull out your phone? Were other people on their phones right there in the exam room? Was the exam over? Cheating aside, did you violate an exam policy? Something is not quite right.

We still have one paper exam - our Anatomy non-practical, because it often involves drawing structures or labelling diagrams or making a table. Paper would suck for Histo, though, b/c then the images are either printed on crappy resolution, probably b/w papers, or else they do the projection thing which is always awkward.

You're probably fine. Good move to go to the leadership right away, but assistant/associate dean of basic science is the better go-to FYI. These are the people who usually makes themselves available post-exam to field complaints.
