All the unfilled slots (ID)

So according to our program director, more than half of ID programs had unfilled slots this year, and something like a third of the total available slots didn't fill in the match. (My own program fortunately was on top of things and had to go outside the match to fill the last slot - we're small enough that an extra fellow makes a huge difference.) Already knew that this was something of a buyer's market and thought that it was trending more and more in that direction, but had not been aware that it was to this extent. How are other programs dealing with it? And anyone have data on the last few years, about how strongly the wind is blowing?
