Am I considered a re-applicant?

So I submitted my primary application for several schools during the 2018-2019 cycle and even got a couple of secondaries. However, due to my family's situation at the time and the fact that I wouldn't be able to put my best foot forward on my applications, I decided that I should wait to apply the 2019-2020 cycle and never submitted any secondaries. So my question are:
1. Am I considered a re-applicant?
2. Can schools see that I never submitted my secondaries last year?
3. Will this hurt my chances? (I am worried this would be seen as similar to rejecting an acceptance letter.)

1) Yes.
2) At each individual school, yes. School A can see you did not submit School A’s secondary, but cannot see that you did not submit School B’s.
3) Maybe a little, but it’s nowhere near the gravity of rejecting an acceptance. You’re in much, much better shape than that. I wouldn’t lose much sleep over it.
