Am I considered certified if I only have a temporary/limited license?

I never took the exam, but I did submit paperwork and got my fingerprints checked. So am I considered a certified tech, or is that only when you take & pass the exam?
 
In my state (CA), you need to either
1. Pass PTCB, then submit application to the state board of pharmacy. Then, you need to wait until they approve your app
2. Go to a pharm tech school then submit application to state board of pharmacy. Then, you need to wait until they approve your app.

This is probably true for all states. You need to either pass PTCB, pass pharm tech school, or both.
Have you done any of these?
Also, you are not certified until they actually give you certification
Simply sending in paper work does not even give you temporary status. Since, I can lie about everything and send it in. They need to verify what you stated is true first.
 
Pretty sure you need to pass the exam and receive the certification but check with your state.
