You're probably right about average if you complete by then. Realize that most people are like you and was focusing on finishing their secondaries by the time school starts.

ive noticed in the interview thread that MANY finish super early and have received invites for interivews already.

AM I STILL EARLY IN THE CYCLE if my file is complete at schools by the first week of September?

You are still timely (ie fine). I would describe the folks who were done a month ago as "early".

I don't think we're at the point when you can be considered early any longer, but you're not late. Agreeing with Law2Doc here - you're fine.
