The upper 1/3 of the vagina is derived from the Mullerian ducts, and thus doesn't develop.
But patients have the lower 2/3rds (derived from the urogenital sinus).
What's the mechanism causing the development of the lower 2/3rds? Or better put, which hormone/thing prevents the lower 2/3 vagina from developing in a normal, genetically male fetus?

Upper 1/3 is blocked by anti-Mullerian hormone on the Y chromosome. The lower 2/3 develops as the default because it does not get any influence from testosterone.
