UT-houston is a great program. Dr Arens is the man. All the residents are happy / well trained. Its a better program than baylor if youre looking at staying in houston. Probably a touch below UTMB in terms of quality of training. UTMB remains the best program.
That said, I'd rather die then have to live in the city of houston or galveston. Hence, UTSW and A&M are my top picks. Dallas is the greatest city in the country if youre a single guy or gal. A&M is spitting distance from austin. Every program in texas will train you well... very well.

That's certainly a common view and definately false. I'm in Houston at the moment. As a 4th year with lots of free time, I go out 3-6 times per week and have yet to step foot in any chain apart from grocery stores. That isn't to say that there aren't lots of chains and strip malls, but there are also enough unique places to suit anyone. You just have to get away from the highways.
