I'm completing my PGY-1 now and for some reasons would like to change the program.

So my dilemma is ...how do I go about looking for a PGY-2 somewhere else without exposing it to my program?

"PD LOR/good standing letter" is apparently a key element to such a search, but definitely a NO GO for me as it may lead to my program taking preemptive action. So, how likely is it to find a spot without having the new program contact your current PD while evaluating candidates?

You generally don't have to have the letter until they are offering you a position. At some point you have to take the chance on telling your current PD. If you think they will fire you, you have to decide whether that's better than staying.
 
I was in a similar situation and I was honest with my PD. I didn't suffer any repercussions and my new residency applauded me for my honesty. But I guess I was lucky that my former program was nice to me. It helped that I gave them enough advance notice that they were able to replace me.
