I guess I answered my own question, but here is some info I got from the admissions office.
1. I verified the waitlist at the admissions office is in alphabetical order, and only admissions comittee has the actual rank order.
2. Only half of people on the USAF waitlist are fully qualified and elligible for unconditional acceptance.
3. It is extremely likely there will be movement off the USAF wait list next week. (My interpretation was that there were open USAF slots that needed to be filled, but either the names to fill those slots had not been decided or the acceptances hadn't been sent out yet. Just call me master of the obvious 😀 )
4. If you don't have an acceptance by the third week in June, you are pretty much SOL unless someone drops out of COT.
