I am aware that an "AOA-approved" year is required to practice medicine in Pennsylvania, where I am considering some allopathic programs. Does this imply specifically that an osteopathic rotating internship is required, or can an allopathic transitional year/clinical base year suffice as well? Any ideas?

Your PGY1 year has to be approved by the AOA. If you do an osteopathic internship, then by default it is approved by the AOA. If you do an ACGME PGY1 year (whether transitional year or preliminary year or just part of your residency) then you must get AOA approval of your first year (via Resolution 42 application).
