App incomplete until supplemental fees?

Just want to clarify, the app isn't "complete" until a school gets my supplemental fees right? So if I send money orders now, then it isn't complete until like 3 to 4 weeks later they find it and confirm it. And for a school like Boston University that says wait until I am contacted to send in the fees, does that also mean the same thing? I wait, and then I send it, and then I wait until they receive and confirm, then it's complete? So in essence if for the schools that require it now, if I get all the money orders done tomorrow, I'm probably not going to be in the first batch, but I will be in the second?

ps. I don't care about being first batch or second or third batch for that matter (read the hullabaloo). I'm just curious. Thank you.

Oh I think I get it. It will probably be first batch since I submitted everything except supplementary fees, but it won't be complete at each individual school until they get the money, so basically it doesn't really matter.
